Floating Harbour - film and video production Bristol

Government, Local Government, NGOs and Public Bodies

Floating Harbour makes films, animation and livestreams for government departments, local authorities, combined authorities, parliaments, universities, NGOs and international public bodies, from Bristol, across the UK and Europe. Our public-sector relationships tend to last: more than ten years with the West of England Combined Authority, four with Climate KIC, and work for the Cabinet Office, the Commonwealth Parliamentary Association UK, the Global Parliament of Mayors and the UN Foundation. We hold ourselves to the standards our clients answer to: accuracy, accessibility, value and sustainable production.

National government

For the Cabinet Office we made the One Step Greener films for the South of England ahead of COP26, with the format and motion graphics package adopted for the national roll-out and used by other production companies across the UK. Watch the One Step Greener films.

Parliamentary organisations

Two landmark events for the Commonwealth Parliamentary Association UK: the Climate Change Forum, delivered online during the pandemic ahead of COP26 - twelve interactive sessions with more than thirty international parliamentarians - and the Westminster Seminar on Evolving Parliaments 2022, the CPA's first hybrid event, filmed and streamed live from Portcullis House. "The production of the Forum was seamless." Read the Climate Change Forum case study.

Local and regional government

We have worked with the West of England Combined Authority since 2016: more than a dozen film projects, much of it on climate and nature, from the nature recovery and Bee Bold Awards films to Energising Britain for the South West Net Zero Hub, and, separately, for democratic services, multi-camera livestreams of their public committee meetings. See our work for the West of England Combined Authority.

International public bodies

For the Global Partnership for Sustainable Development Data we made five films in two weeks, screened at the 2018 UN General Assembly in New York. Watch the UN General Assembly films.

International organisations and NGOs

We have been a production partner of Climate KIC, Europe's leading climate innovation agency, since 2022 - see our Climate KIC films - and have made films for foundations including the Laudes Foundation.

Why public bodies choose us

We are a small, highly experienced team, and that is a strength: the people who plan your film are the people who make it. We are well used to working inside large organisations, with the accessibility and compliance requirements public bodies work to - subtitling, audio description, data handling, multi-stakeholder sign-off - and to fitting into procurement processes and supplier lists. Sustainability is something we live and breathe rather than a box to tick: our studio is powered by its own solar array, and we make the sustainable choice wherever there is one, from travel to crewing. It is why so many of our public-sector relationships have lasted ten years and more. See Energising Britain for the West of England Combined Authority for the kind of film that comes out of a long regional relationship.

Floating Harbour provides film and video production for government departments, local authorities, combined authorities, universities, NGOs and international public bodies across the UK and Europe - from single campaign films to animation, livestreamed public meetings and full event coverage.
